JMCC releases Draft Peer Review Team Report


The Joint Municipal Coordinating Committee (JMCC) released the Draft Peer Review Team Report to the community today along with an updated timeline infographic that shows the status of the Southwestern Landfill Proposal’s Draft Environmental Assessment (EA).

The report is the culmination of eight years of research and critique of how Walker proposes to manage the economic, social, cultural, environmental, health and other impacts of the proposed landfill on Oxford'scommunities.

First submitted to Walker Environmental Group on August 12, 2020, the Draft Peer Review Team Report was withheld until Walker had an opportunity to review and comment on its findings as previously agreed under a Memorandum of Understanding between the JMCC and Walker. The Draft Peer Review Team Report is released today with Walker’s comments as well as correspondence between the JMCC and Walker on the report’s release.

The next step for the JMCC and its independent peer review team is to consider the Walker comments and finalize the Peer Review Report. This will take place in early 2021.

After that, there are still a number of important steps required to complete the Southwestern Landfill Proposal's EA process. Under recent changes to the Environmental Assessment Act, before the finalized EA can be submitted to the Ontario Ministry of Environment Conservation and Parks for consideration, Walker must first obtain council resolutions from the Township of Zorra, the Township of South-West Oxford, and the Town of Ingersoll indicating support for the landfill proposal.

If all three councils are in support, Walker would then submit the final EA to the Ontario Ministry of the Environment, Conservation and Parks, a step that is followed by a further opportunity for public comment. The final opportunity for public comment follows the Ministry's review and public release of the EA document. The Minister would then be required to decide whether or not to accept the EA and grant approval to proceed with the landfill proposal.
